Within this framework, the Middle East and Mediterranean Programme has published various articles and reports about security issues in the region, as well as third party intervention in the Arab-Israeli conflict. These articles and reports are intended to give a basis of substance to advancing European peace-keeping related efforts as well as broader third party intervention in the Arab-Israeli conflict. Another series, brief Middle East Memos, based on field missions is also projected to give further concrete and concise information about the situation on the ground, and to promote ultimately the most amenable form of European engagement around the Mediterranean and across the Middle East.
“Third Party Intervention in the Arab-Israeli Conflict: From Mediator to Monitor”
This report aims to provide basic background information on third party interventions in four different areas of the Arab-Israeli conflict, including Egypt, Lebanon, Palestine and Syria, and thus attempts to be a document of reference for policymakers when debating and deciding what pitfalls to avoid and what paths to pursue as the US and EU become increasingly involved in the Middle East.

This report analyses the initial rapid development success and subsequent implementation difficulties of the two EU civilian missions in the Palestinian territories and how the effectiveness both the border assistance mission (EUBAM-Rafah) and the police reform mission (EUPOL-COPPS) have been hampered by political developments.
