In 2005, CITpax organised several meetings in Madrid and New York with representatives from the Colombian government, opposition parties, human rights and victims' organisations and international organisations to facilitate the exchange of opinions on the legal framework for the reintegration process of the demobilised and the prosecution of those responsible for crimes against humanity. As a result of these meetings, CITpax submitted a document drawing recommendations in order to contribute to the compliance of the legal framework with international standards on victims’ rights and the prosecution of crimes against humanity.
In an attempt to integrate the different legitimate interests of the parties involved, the CITpax team and several members of its Advisory Board drafted a document with recommendations for the regulation and implementation of the Justice and Peace Law, which was handed to the Colombian government in November 2005. The document recognised the legal framework adopted, while highlighting certain basic assumptions that should guide its interpretation and application, so that the international requirements regarding the rights of victims and the prosecution of the most serious crimes are met. Along these lines, the document also included suggestions regarding the regulation of the Law and the setting up of mechanisms that complement it. The recommendations were subsequently incorporated to a large extent in the regulatory framework of the Law.
