
Considering, on the one hand, the demands of the international community to undertake a rigorous and independent assessment of the process and, on the other, the demands of the Colombian society and national institutions to render the process visible in all its complexity, as well as the need to look for suitable responses to the difficulties forward and to learn from the good practices and successful experiences within the national sphere and other contexts, CITpax began to design various tools to monitor and accompany the process.
Within the framework of an exchange activity funded by the European Commission (via FIIAPP-EUROsociAL Justice Sector), CITax and the Procuraduría General de la Nación formed a group of experts in public policies and statistics to design a working tool with follow-up indicators, in five areas: disarmament, demobilisation and reintegration (DDR) of the former members of illegal armed groups with particular emphasis on the reintegration processes; judicial proceedings to investigate and prosecute those responsible for the most serious crimes according to international legislation and the participation of victims; truth-seeking initiatives both at the judicial and non-judicial levels; judicial and administrative reparation measures; and finally, the quality of inter-institutional management.
