This thematic programme contributes with practical initiatives to analyzing and designing innovative tools, strategies and means for conflict prevention. The programme strives to open new mechanisms for crisis management, in accordance with an integrated focus that puts a priority on civilian and military coordination. Special attention is given to utilizing mediation and dialogue as tools to transform conflicts and restore trust between parties. On the basis of the relation between democracy and peace, the creation and strengthening of democratic institutions is promoted as a factor to consolidate peace. The programme works towards achieving the goals of human security, in particular preserving the values of basic human rights in any given situation. Special attention is given to follow-up of the activities of international organizations in the area of crisis management, in particular those by the European Union.
